And we had a very distinct policy from the previous one, which was middle-class people, that we all went to the theater, to nice restaurants, had nice clothes. So the profile of the people coming to MHOL changed, and that was a problem. Others considered that the opening to lower-class gay Peruvians watered down the group’s capacities, although the incipient tension between a social movement and a technical service is evident as well.

The institutional pretext in MHOL at that time was that we couldn’t work with adolescents because we ran the risk up ending up in jail. Rather than fight out the issue at MHOL, Bracamonte and others launched a separate initiative known as Germinal, which brought the prevention message out to the gritty gay street.

In addition, the infectious disease unit had complex restrictions on visitors, and the windows were covered with wire screens. To communicate, Ramón sometimes had to shout from outdoor stairway while other visitors stared.
