The USSR proposed amendments on the waiver provisions of amended Regulation 115, on the waiver provisions of amended Regulation 16, on the carriage of oil-like substances in oil tankers and on deletion of outdated entries. The Committee agreed with the substances of the USSR proposal, but decided that those parts which involved amendments to the existing Supplements to the IOPP Certificate should be dealt with later, when other amendments suggested by other Member States were to be considered.

9 REGIONAL OIL COMBATING CENTRE FOR THE MEDITERRANEAN SEA (ROCC) This Centre was set up in 1976 in Malta, following adoption of the 1976 Barcelona Convention, and is assisted not only by UNEP, but also by IMO. In 1986, ROCC organised MEDIPOL 86 in Malta, a bilingual training course aimed at senior governmental officers directly involved either in national contingency planning or in oil pollution combating operations at the national level. Seventeen participants from twelve coastal states and six participants from Member States of the European Communities, attended the course.
